Facing Up To Facts: Fuel Price Reform
With the price of crude oil now under US$50 a barrel, the discussion of Chinese energy pricing policy has reversed course. Six months ago, with the crude price at US$150, the question was how long China could sustain subsidies to keep retail fuel prices low. Today the question is when China will impose a fuel tax and liberalize its rigid price regime for gasoline and diesel. The answer is: soon. Policy makers recognize that price reform is...

Australia has benefited more than most countries from the global resource boom. Since 2004 mineral exports have more than doubled and their share of total exports has grown from 35% to 50%. The Reserve Bank of Australia forecasts that this year’s increased iron ore and coal prices are likely to lift the country’s terms of trade by 15% and national income by 2-3% (see “Riding high”). Increased exports boosted mining company returns on equity from...

Please Calm Down: Post-Olympic Growth And Fiscal 'Stimulus'
As the Olympics draw to a successful close, financial industry China-watchers are obsessed by two stories. First: China’s growth is about to slow dramatically, either as the result of global recessionary trends or because of a post-Olympic hangover. Second, the government is about to step in to counteract that slowdown with a massive fiscal stimulus package.

Get Ready For The Soft Landing
There has been a lot of blather over the past few weeks about growth and inflation risks in China. Economists (the ones who grab the headlines anyway) seem about equally divided between those who fear an inflationary explosion - which can only be forestalled by an aggressive currency appreciation - and those who think growth is slowing so precipitously that the government will have to open the monetary taps in the second half of the year.

What, Me Worry? China's Oil Subsidies
With the crude oil price nearing US$140 a barrel and little apparent prospect of relief, a lot of people are asking about the sustainability of China’s energy regime. China has the fiscal room to maintain refined oil subsidies for far longer than most other Asiancountries, and it will almost certainly do so. Systematic under-pricing of energy has played a role in China’s recent economic growth, but a far smaller one than generally recognized. So...

CEQ Q2 2008 - SOE policy
Since their low point in the mid-1990s, China’s state-owned enterprises (SOEs) have made a stunning return to profitability. In the mid-1990s, industrial SOEs were losing almost as much money as they were making. At the low point in 1997, once all losses were set off against all profits, the entire state-owned industrial sector made total profits just below 0.6% of GDP. Since then the world has changed dramatically: in 2007, state industrial...

CEQ Q2 2008 - Metals Man: Smelters Away
China’s aluminium industry is a classic example of the law of unintended consequences. For a decade, economic planners issued policies designed to limit the growth of this energy-hogging industry. Yet paradoxically, these very policies spurred a round of technical innovation that led to an explosion of aluminium production, with the result that China is now far and away the world’s biggest producer of the metal. Beijing has changed its approach...
